Aventi vs Wellpartner: a 340B TPA alternative outside CVS Health

Wellpartner is CVS Health's 340B third-party administrator. It was acquired by CVS Health in December 2017 and says it works with more pharmacies than any other 340B administrator, with a network of over 60,000 CVS and non-CVS locations.[1][5] Many covered entities are looking at their Wellpartner relationship right now: CVS is replacing its existing 340B agreements, including Wellpartner's, with new ones that must be signed by December 1, 2026,[16] and the 2027 340B rebate model starts January 1. This page lays out the facts, the questions to ask, and your options, including keeping Wellpartner and using Aventi only for rebate claims.

Aventi Health is an independent, founder-owned 340B TPA serving 300 covered entities, 24 of them hospitals.

Timing

Three dates for Wellpartner clients

Two contract dates from CVS and one regulatory date from HRSA all land in the same six weeks.

  1. December 1, 2026

Deadline to sign CVS's new 340B agreements for them to take effect January 1, 2027, according to Frier Levitt. The new agreements cover Wellpartner, CVS contract pharmacies, Caremark and CVS specialty pharmacies.[16]

  2. December 31, 2026

Existing CVS 340B agreements executed before July 1 terminate, according to Frier Levitt.[16]

  3. January 1, 2027

New CVS agreements take effect, and HRSA's 340B Rebate Model Pilot starts. Rebate claims are due within 45 calendar days of dispense.[16][19]

Frier Levitt represents hospitals in lawsuits against CVS and describes the new agreements as take-it-or-leave-it, with restricted audit provisions and a mandatory arbitration provision.[17] Some covered entities are signing: in October 2026, Lane County, Oregon approved a new Wellpartner 340B Administrative Services Agreement and a CVS Pharmacy agreement with terms listed as January 1, 2027 to December 31, 2033.[18] Read your own notice and agreement with your counsel. Ownership

One parent company, four roles in your 340B claim

Wellpartner says it is backed by CVS Health, which it calls America's largest health care company. When you use Wellpartner with CVS pharmacies, CVS Health companies can sit on every step of a claim.

  • 340B TPA

    Wellpartner

Determines which claims are 340B-eligible after they adjudicate, replenishes inventory and reports savings to the covered entity.[11][13]

  • Contract pharmacy

    CVS Pharmacy

Wellpartner says partnering with CVS retail pharmacies lets covered entities capture more eligible claims and bypass many manufacturers' single pharmacy designation rules.[2]

  • Specialty pharmacy

    CVS Specialty

Dispenses high-cost specialty drugs under contract pharmacy agreements, for a dispensing fee.[13][14]

  • PBM

    Caremark

CVS's pharmacy benefit manager. In the hospitals' lawsuits, Caremark is alleged to have repriced 340B specialty claims after Wellpartner flagged them as eligible.[13]

Sources for ownership: Wellpartner's own timeline and approach pages.[1][2] Aventi has no wholesaler, PBM or pharmacy chain parent.

In the news

What hospital lawsuits allege about CVS and Wellpartner

On May 21, 2026, hospital systems including members of Mount Sinai, the University of Kansas Health System and University of Michigan Health filed federal lawsuits against CVS Health, CaremarkPCS, Caremark (CVS Specialty) and Wellpartner. They allege the companies retained about $250 million of their 340B savings from 2020 to 2025.[13][14]

The complaints allege that specialty claims were first paid at standard network rates, and that after Wellpartner identified a claim as 340B-eligible, Caremark paid CVS Specialty a lower rate and the lower amount was reported to the hospital, with the difference retained.[13][14] In October 2026, the University of Kentucky filed a similar suit alleging more than $41 million in diverted 340B savings.[15]

These are allegations in pending cases. A CVS Health spokesperson told Fierce Healthcare the company does not comment on matters subject to ongoing litigation.[13] Whatever the outcome, the cases raise questions any Wellpartner client can put to CVS before signing a new agreement:

  • Will we get claim-level data showing the reimbursement originally paid on each 340B claim, not just the amount remitted to us?
  • What audit rights over Wellpartner, CVS Pharmacy, CVS Specialty and Caremark records do we keep under the new agreements, and how are disputes resolved?
  • How are specialty claims priced once they are flagged as 340B-eligible, and is any spread retained by a CVS company?
  • If we leave, what data do we get back (claims, accumulators, Community Benefit Program records, 340B ESP submissions), in what format, and how fast?

At Aventi, you see every claim in the same system we use to qualify it, and we do not own a pharmacy, PBM or wholesaler on the other side of your claims.

Wellpartner's services

Beyond the claims engine: what else Wellpartner provides

If you are weighing a switch, list which of these you rely on so nothing falls through the cracks.

  • 340B Clarity

Client reporting portal launched in 2014, with claims, carve-in and carve-out, order and invoice views, review of pending encounter and prescription claims, a volume activity dashboard and a compliance checklist.[1][6]

  • Community Benefit Program

Programs that give uninsured and underinsured patients reduced or no-cost medications at subsidy levels the covered entity sets. Wellpartner says it administers more than $83 million a year in these programs.[4][10]

  • Audit support

A Client Audit Readiness Profile, simulated HRSA audits based on past audits, a documentation binder, and a member of its audit team on site during an HRSA audit.[11]

  • In-house technology team

Wellpartner says it has the largest in-house technology team of any 340B administrator, with more than 80 in-house developers, and promises a callback within one business day.[2]

  • Analytics partnership

Wellpartner has announced a collaboration with Plenful to review eligible claims in Wellpartner data, flag exceptions and identify misclassified claims.[12]

  • 340B Calibrate

Announced in 2022 as a program excellence offering to help covered entities improve oversight and grow their 340B programs.[1]

2027 rebate model

Wellpartner and the 340B rebate pilot: what is public so far

HRSA's 340B Rebate Model Pilot starts January 1, 2027. Ten manufacturers have approved plans, all using the Beacon platform. Covered entities keep buying selected drugs through their 340B wholesaler account, submit claims data within 45 calendar days of dispense, and manufacturers must pay or deny within 10 calendar days of a complete submission.[19]

As of November 4, 2026, Wellpartner's solutions, approach and FAQ pages do not mention the rebate pilot or Beacon.[2][4][11] Wellpartner does say it can submit data directly to 340B ESP on a client's behalf.[6] That may change, so ask Wellpartner three things in writing: who submits your pharmacy and medical rebate claims to Beacon, how denials and good faith inquiries are tracked, and how rebate payments are reconciled against your 340B savings reports.

Aventi qualifies rebate claims, submits them to Beacon and reconciles payments in the same system that runs your eligibility, split billing and contract pharmacy claims. Read about handling 340B rebate denials and rebate reconciliation.

Your options

Three paths for Wellpartner clients before December 1

You do not have to decide everything at once. Each path keeps 2027 rebate claims covered.

  • Keep Wellpartner, add Aventi for rebates

Sign CVS's new agreements if they work for you, and name Aventi your designated third party for 2027 rebate claims. Contact us for pricing. No TPA switch required.

    Name Aventi for rebate claims

  • Run two TPAs during a transition

Many covered entities already use more than one administrator, a setup Wellpartner itself addresses in its FAQ. Move some sites or pharmacies to Aventi first and keep one rebate flow across both.

    Managing rebates across multiple TPAs

  • Move your TPA services to Aventi

Bring contract pharmacy and split billing to an independent TPA with contingency-based pricing. The rebate module is included for Aventi TPA clients.

    Aventi for covered entities

Wellpartner's FAQ discusses covered entities with multiple administrators using different claims qualification processes.[11]

Switching

Switching from Wellpartner to Aventi: a checklist

  1. Step 1: Read the termination notice and dates

Confirm when your current Wellpartner and CVS agreements end and what notice they require, so a TPA change and the December 31 termination line up.[16]

  2. Step 2: Export your Clarity data

Download claims, carve-in and carve-out settings, orders, invoices and financial reports from 340B Clarity before access ends.[6]

  3. Step 3: Rebuild your Community Benefit Program

Document patient eligibility tiers and subsidy levels so patients on reduced or no-cost medications are not interrupted.[10]

  4. Step 4: Re-point 340B ESP and Beacon

If Wellpartner submits to 340B ESP for you, move that feed. Set your Beacon third-party designation before January 1, 2027 so rebate claims are neither missed nor sent twice.[6][19]

  5. Step 5: Review your CVS pharmacy agreements

Decide which CVS retail and specialty locations stay in your contract pharmacy network under the new CVS terms, and tell every pharmacy the change date.[5][16]

Aventi runs onboarding with you and can submit rebate claims while you are still on Wellpartner. See the demo to walk through it.

FAQ

Wellpartner vs Aventi: frequently asked questions

Yes. Wellpartner (sometimes written WellPartner) says it was founded in 1999 as a regional mail order and specialty pharmacy in the Pacific Northwest, became one of the first 340B contract pharmacy administrators in 2004, and was acquired by CVS Health in December 2017. It describes itself as backed by CVS Health. Aventi Health is independent and founder-owned.

No. Wellpartner is CVS Health's 340B third-party administrator. Caremark is CVS Health's pharmacy benefit manager, and CVS Pharmacy and CVS Specialty are its retail and specialty pharmacies. They are separate CVS Health subsidiaries, which is why people searching for a 'CVS 340B TPA' or 'CVS Caremark 340B' administrator usually mean Wellpartner.

Other 340B TPAs that covered entities commonly compare with Wellpartner include Aventi Health, Verity Solutions, Macro Helix, PharmaForce, SunRx, NuvemRx, Sentry Data Systems (Craneware) and Pillr Health. Aventi is the independent, founder-owned option, serving 300 covered entities, 24 of them hospitals. See aventihealth.com/340b-tpa-comparison for a sourced side-by-side.

Frier Levitt, the law firm representing hospitals suing CVS, reported in September 2026 that CVS Health is terminating existing 340B contract pharmacy and administrative services agreements executed before July 1, including Wellpartner agreements, effective December 31, and that covered entities must sign new agreements by December 1 for them to take effect January 1, 2027. Check your own notice and talk to your counsel; this page is not legal advice.

As of November 4, 2026, Wellpartner's public website does not describe the 340B Rebate Model Pilot or how it would submit rebate claims to Beacon, the platform every approved manufacturer plan uses. Wellpartner does say it can submit data directly to 340B ESP on a client's behalf. Ask Wellpartner for its Beacon rebate workflow in writing.

Yes. You do not have to switch TPAs to use Aventi for 2027 rebate claim submission. Aventi can act as your designated third party for rebate claims, in-house pharmacy medical claims submissions to Beacon, and 340B ESP and Truzo claims data submissions. Contact us for pricing.

Aventi's TPA services for contract pharmacy and split billing are contingency-based, with no true-ups, and the rebate module is included for Aventi TPA clients. Wellpartner says it became the first administrator to offer performance-based pricing in 2023, but it does not publish its fees, so ask each TPA for a written proposal based on your own volume.
